Crown Commercial Service explains how a new “first of its kind” agreement, specifically for big data and analytics services and software, is being launched to help the public sector continue its digital transformation journey

In September, Crown Commercial Service (CCS) launched a new agreement specifically for big data and analytics services and software, which aims to help the public sector improve the use of data to increase efficiency and improve services .

The New Big Data and Analytics [RM6195] The agreement is the first CCS agreement to be dedicated solely to the purchase of data and analytics services and software and will provide all public sector customers with a central route to market, across a range of specialists
Suppliers. It was developed in accordance with the National Data Strategy.

Big Data and Analytics went live on September 21, 2022 and will run for two years with the option to extend for another two years. Call contracts can last for up to five years. 50 suppliers obtained a place on the framework, of which 46%
are SMEs.

Big data and data-driven capabilities, such as artificial intelligence, is an evolving area that has received significant attention in the public sector in the wake of the pandemic. The new framework will meet the demands of government and the wider public sector as they continue to use data to innovate.

The scope of the agreement will address a variety of customer needs – from niche reporting and analytics projects to comprehensive data services transformations – to enable them to use data more effectively. Innovations will include:

• A simple 2-lot structure has been put in place – following discussions with potential buyers – encompassing a wide range of data and analytics capabilities across a strong pool of vendors in a single, consolidated framework.

• A capability down-select mechanism has been introduced in Lot 1 which provides buyers with the ability to create a shortlist of suppliers by 1 or more of the 6 capability areas, assisting agile tendering. Tier 1 suppliers can subcontract, making it easier to integrate small and medium-sized enterprises (SMEs) into supply chains.

Subdivision structure

The lots will include:

Lot 1 – Professional services “Design, build and operate”:

• Advanced analytics and cognitive.
• Data management and acquisition.
• Data risk.
• Platform services.
• Reporting and dashboards.
• Research and discovery services.

Lot 2 – Commercial Off-the-Shelf (COTS) Software:

• Big Data Management.
• Machine learning and artificial intelligence.
• Reports and analysis.
• Data mining, risk and science.
• Research and data discovery.

Engagement of customers and suppliers

The Big Data & Analytics Master Agreement was designed and developed through an extensive process of discovery and consultation with numerous CCS customers, vendors and partners.

We held several webinars before launching the framework. The new framework reflects and represents their expectations and provides the platform for the country to build back better with the right mix of innovative and quality providers, including
SME providers.

The new agreement aims to build on the progress made to make it easier for small and medium-sized enterprises to become suppliers. It includes 50 suppliers, 46% of which are SMEs.
