About the Middle Missing Housing Initiative

The Missing Middle Housing Initiative proposes to allow plex housing and corner townhouses in addition to single-family homes in traditional residential areas of the city.

It will also contribute to the conservation of heritage houses by allowing the construction of other houses on the same land as the heritage building.

Victoria’s Official Community Plan already provides for Missing Middle forms of housing throughout the city. However, since much of the city is still only zoned for single-family homes, construction of Missing Middle housing requires rezoning, which can be a long and complex process.

This helps explain why Victoria sees many older homes being replaced by newer, more expensive single-family homes far more often than Missing Middle housing is being created.

The Missing Middle accommodation:

  • Create more homes and housing choices.
  • Speed up construction. Missing Middle homes that meet established design guidelines can proceed with construction, without the need for rezoning, in much the same way as single-family homes do today.
  • Make it easier for people, especially young families and seniors, to stay in town and live closer to where they work and shop, supporting the local economy and sustainability.

The proposed Missing Middle Housing initiative is based on public feedback received through an extensive 18-month community engagement process.

Plan to join us on Tuesday, July 12 and learn more.
